Meeting No. 106 was called to order on Wednesday, April 25, 1979 at 7:08 p.m. in the Faculty Lounge of the Memorial Union by President P.A. Nelson.

The roll was called by the President. Twenty-four members or alternates were present. Absent were Flom (NU), Greuer (MG), Hauge (SS), Rupley (AFROTC), Schulz (AROTC), Schultz (IMR), Shetron (FF), and President Smith.

Acknowledgement of Visitors: Carl Bowman, Instructional Resources, was present to operate the recording equipment.

The Minutes of Meeting No. 105.

The following corrections were given. On page 1553, item I, line 8, "benefits" should be "spouses." On page 1551, paragraph 4, line 2, "Social Security" should be "retirement." The minutes were approved as corrected.

President's Report

President Paul A. Nelson submitted a written report as Appendix A (Available by Request from the Senate Office). He noted that President Smith has not yet taken final action on Proposal 14-77, adopted by the Senate on May 4, 1977. He stated that he and President Smith have agreed to have a liaison person jointly selected by them to follow the budget process for a year and to report to the Senate on it in order to provide the Senate and the administration with further information on Proposal 18-78, Senate Committee on the University Budget, prior to final action. He reported that Pintar is chairman of the Joint Committee on Relations between the Senate and the Faculty Association and that Agin is the new chairman of the Curricular Policy Committee. He drew attention to the schedule of Senate meetings for 1979-1980.

Report on Meeting of the Academic Council.

Vice President Sachs noted that the April 5 meeting of the Academic Council had been cancelled. Minutes of the March 13 meeting taken by J. Kuipers on which Sachs had reported at the last Senate meeting are attached as Appendix B (Available by Request from the Senate Office).

Report on Meeting of the Board of Control.

Vice-President Sachs reported that the Board of Control had held a special meeting downstate on April 2, which he had been unable to attend.

Election of Three Candidates to Be Considered by the President of the University to Fill One Vacancy on the University Sabbatical Leave Committee.

Clark R. Givens, Ruth E. Miller, and Richard F. Schwartz were elected.

Committee Reports

A. Curricular Policy

Nelson reported that Agin, the new chairman of this committee, is out of town.

B. Instructional Policy

Sloan submitted a written report (Appendix C - Available by Request from the Senate Office). She noted that the survey of departmental preferences on an instructional calendar had been completed with 7 departments preferring a late quarter, 5 preferring an early semester, and 4 preferring an early quarter (the current calendar). Students, as shown by several surveys, strongly oppose the late quarter calendar. The Instructional Policy Committee recommends against changing the calendar until and unless a new calendar is determined that is favored by a clear majority of both students and faculty.

The committee is working with the Student Council toward the development of a calendar that would avoid half days.

C. Institutional Evaluation

Sachs stated that there is a procedure for evaluation of administrators in the University Procedures Manual. He noted that he will be retiring from the Senate and taking a sabbatical leave next year; hence, there is an opening for a new chairman of the Institutional Evaluation Committee. Nelson asked senators who might be interested in this chair to see him.

D. Elections Committee - Snyder reported that David Boutilier and Richard Heckel had been elected as Senators at Large.

E. Joint Committee on Relations Between the Senate and Faculty Association

Pintar reported that Erickson is retiring from this committee and that Bradley H. Baltensberger had been elected by the Faculty Association as their representative to the Association of Michigan Collegiate Faculties (AMCF). Pintar submitted a written report on the AMCF meeting which he attended April 5-7. He stated that the Michigan Tech faculty should be aware of the implications for Tech of the governor's no growth policy and increased competition from other universities.

F. Promotional Policy and Professional Standards and Development

Miller reported that the committee is drafting a proposal on sabbatical leaves to be presented in the fall and a questionnaire.

G. Senate Representation for Keweenaw Research Center - In Shetron's absence, Nelson reported that a proposal on this issue is expected in September.

H. Faculty Handbook.

Pintar submitted a written report (Appendix E - Available by Request from the Senate Office), noting discrepancies between the Procedures Manual and Senate Proposals. The committee is examining additional policies and other information that should be included in the Faculty Handbook.

I. Faculty Fringe Benefits

Reynolds reported that the Faculty Fringe Benefits Committee unanimously supported Proposal 6-79, Tuition for Spouses of Faculty Members. The committee is examining erosion of the TIAA/CREF base by changes in Social Security. He asked for an expression of interest in a contributory dental plan. After discussion, he offered to get details on two possible plans for Senate review. The committee is also looking at increased life insurance. Alexander suggested that the committee look at broader choices.

I. Instructional Resources

Lide reported that several members of the committee had attended the workshop on Instructional Resources.

New Business

A. Proposal 6-79, Tuition for Spouses of Faculty Members passed 25-0.

PROPOSAL 6-79

TUITION FOR SPOUSES OF FACULTY MEMBERS

Spouses of Faculty members shall be able to enroll without tuition charges for up to eight credits each quarter (including the Summer Session) in courses which are not already filled. This provision does not exclude spouses from paying tuition and receiving priority equivalent to other students.

B. The Senate endorsed the letter to President Smith in Appendix A with editorial changes to be made by Nelson and adopted it as a resolution which passed unanimously.

C. Pintar introduced a draft proposal (Appendix F - Available by Request from the Senate Office) calling for a change in the academic calendar. It will be officially introduced at the first Senate meeting of the next school year to be held on September 12, 1979. The proposal calls for a return to the late quarter calendar as soon as possible.

D. Hauge suggested that the University should institute more severe penalties for thefts of bulletin boards and similar actions.
